Who is Junto?

Junto appears to be quite an odd character, though his abnormalities do not seem to amount to The Super. While Junto's character is originally cast as the owner of the local bar and casino, he eventually becomes a perverted man. It was odd hearing the relationship between Junto and Mrs. Hedges. Are they sexual partners, or do they thoroughly love one another? Though Junto took care of Mrs. Hedges after her accident, and has brought her a wig to take care of her on several occassions. Does this indicate that Junto truly loves her? As Junto is cast as a sexually driven man later on in the novel, I do not believe that these are the intentions of him with Mrs. Hedges.
